Job Summary
The Head Start Health Manager is responsible for the planning, implementation, and oversight of all health services for children and families enrolled in the Head Start Program in Brockton and surrounding communities within Massachusetts. This position ensures the program meets Head Start Performance Standards related to health, safety, and wellness, as well as relevant state (Massachusetts Department of Early Education and Care - EEC and Department of Public Health) and local regulations. The Health Manager will work collaboratively with program staff, families, health professionals, and community partners to promote the optimal health and well-being of Head Start children and their families.
Requirements
Essential Duties and Responsibilities
Assumes overall accountability for the health services provided or arranged by the Head Start program
Ensure the program’s compliance with all health and safety regulations, including those set forth by Massachusetts EEC; DPH and the Head Start Performance Standards
Collaborate with families to support accessing necessary health services and resources
Direct, supervise and evaluate Health Specialists
Establish and maintain policies and procedures for health-related activities including but not limited to screenings, immunizations, follow up care, mediation administration, medication disposal, and management of communicable diseases.
Prepare an annual budget for health-related expenses including all necessary supplies and equipment
Ensures the necessary medical supplies and equipment are available and in good working order, as required by the state and federal providers, including First Aid kits for each classroom
Ensuring all health determinants are collected, tracked, and analyzed (including all necessary follow-up) as set forth by the Head Start Performance Standards
Recruit and oversee area providers of health care, to perform required testing or screening on children at the Head Start program (e.g., vision, hearing and dental)
Maintain accurate and confidential health records for each child
Develop and implement strategies to promote children’s oral, and physical health while addressing barriers with the inclusion of referrals in a timely manner
Work collaboratively with the Family Service content area with obtaining, tracking and follow-up of all health-related documentation and needs of the family
Facilitate the federally mandated Health and Mental Health Service Advisory Committee and ensure active participation by the committee in program planning, operations and evaluation
Oversee the annual self-assessment of the program’s health services
Work closely with program staff, including teachers, family advocates, and center directors, to integrate health services into all aspects of the program
Serve as a liaison between the Head Start program, families, and health professionals
Participate in program staff meetings and case conferences to discuss children's health needs and progress
Oversee the management of communicable diseases within the program, following established protocols and reporting requirements
Assist in planning and tracking program staff First aid and CPR certification
Prepare a monthly Health Services report for Policy Council
Complete the health portion of the Program Information Report (PIR) through the data tracking system
Work with Education/Disabilities Managers to establish a health curriculum to be utilized in each classroom
Promote parent involvement in health topics and institutes a system of training and support
Stay current on Head Start Performance Standards, Massachusetts EEC and Department of Public Health regulations, and best practices in child health
Participate in relevant professional development opportunities to enhance knowledge and skills
Maintain a lead role in the Health content area with all Head Start state and federal program reviews and grant development
Other Requirements
Must pass a criminal background check and other required clearances
Must have or be willing to obtain CPR and First Aid certification
Must meet the physical requirements of the position, including the ability to lift and carry young children, bend, stoop, and actively engage with children
Valid driver's license and reliable transportation is required

8:30AM-4:30PM
1 Hour Lunch
35 Hours per Week
44 Weeks per year
$40.97 per Hour
Knowledge, Skills and abilities
Ability to work effectively with diverse populations, including families with varying cultural and socioeconomic backgrounds
Excellent communication (written and verbal), interpersonal, and organizational skills
Ability to maintain confidentiality and handle sensitive information with discretion
Proficiency in computer applications, including 1 word processing, spreadsheets, databases, and electronic health records systems
Education & Experience
Bachelor's degree in Nursing, Public Health, Health Education, or a related health field required. Master's degree preferred
Current and valid Registered Nurse (RN), Licensed Practical Nurse (LPN), Public Health Nurse (PHN)] preferred or required
Minimum of 3 years of experience in providing health services, preferably in early childhood education, public health, or a community-based setting
Familiarity with Massachusetts Department of Early Education and Care (EEC) and Department of Public Health regulations relevant to childcare programs
Experience in conducting health screenings and making appropriate referrals
Experience working with electronic health records systems specific to early childhood programs
Knowledge of local health resources and providers
Experience in developing and delivering health education training
Ability to travel locally for home visits, meetings, and community outreach
Ability to lift and carry 50 pounds
Ability to perform health screenings such as vision and hearing
